A thermoelectric cooler (TEC) or Peltier device is a solid-state heat pump that transfers heat from one side of the device to the other depending on the direction of the current. When current is applied one side gets hot and the other gets cool. It is commonly used to cool, heat or regulate temperature. It can also take advantage of a temperature differential to generate electricity.
The hot side should be attached to a heatsink. After applying power to the device, the hot side will heat quickly, the cold side will cool quickly. If you do not remove the heat from the hot side (with a heat sink or other device), the Peltier will quickly reach stasis and do nothing.
